Hainesport Township has been awarded an US Environmental Protection Agency (EPA) Brownfields Cleanup Grant for remediation of the property at 1225 Industrial Boulevard, Hainesport, New Jersey. In accordance with EPA’s community notification policies, a meeting is being held to present the Analysis of Brownfields Cleanup Alternatives (ABCA) for the site and solicit public comment.

The meeting will be held during the Hainesport Committee Meeting on Tuesday June 9, 2026, at 6:30 pm in the meeting room of the Municipal Building, One Hainesport Centre.

The Draft ABCA is available for review at the Hainesport Township Municipal Building, 1401 Marne Highway, Hainesport, New Jersey, 08036. NOTICE TO BIDDERS

 ADVERTISEMENT FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Administrator/Clerk of Hainesport Township, County of Burlington, State of New Jersey no later than June 16, 2026 at 10:00am prevailing time st the Hainesport Township Municipal Building, 1401 Marne Highway, Hainesport, New Jersey, 08036 at which time and place bids will be opened and read in public for:

 Paul’s Tank Farm Soil Remediation at 1225 Industrial Boulevard, Hainesport, New Jersey, Block 96, Lot 1.07

Bid proposals must be clearly marked on the outside of the envelope “Paul’s Tank Farm Soil Remediation at 1225 Industrial Boulevard, Hainesport, New Jersey, Block 96, Lot 1.07”. Along with the bid proposal respondent shall include the entire cover-to-cover submittal as a PDF document on a USB flash drive.

Specifications and other bid information may be obtained at the Office of the Municipal Clerk/Administrator, 1401 Marne Highway, Hainesport NJ 08036, during regular business hours, Monday through Thursday 7:30am to 4:45pm, Friday 7:30am to 12pm excluding holidays. There will be a non-refundable charge of $30.00 for each set of hardcopy specifications issued.

An electronic copy request may be made at pkosko@hainesporttownship.com.

If a bidder is requesting specifications through the mail, bidder must include their company name, full business address, business phone number and e-mail. Hainesport Township disclaims any responsibility for specifications forwarded by mail. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to the procurement. Respondents shall comply with the requirements of the BID. All Bid Addenda will be issued on the Township’s website and emailed directly to those that received bid specifications. Therefore, all interested respondents should check the website from now through the bid opening. It is the sole responsibility of the respondent to be knowledgeable of all Addenda related to the procurement. Pursuant to N.J.S.A 52:15C-14, all government units shall provide full assistance and cooperation to the NJ Office of State Comptroller with any contract review and shall provide documents when requested.

Questions must be submitted in writing to jtaylor@brsinc.com. Deadline date for questions is Thursday, June 4, 2026 at 4:00 PM. The Township is not obligated to answer questions past the deadline date. Addenda shall be issued on or before Tuesday, June 9, 2026. If changes are made to the Bid, an Addendum will be advertised on the Township website. Proposer shall visit the Township website for any addenda/notices issued prior to the request for bid opening date and time.

Please be advised that this work is being funded in whole or in part by a U.S. Environmental Protection Agency (EPA) Brownfield Grants. In addition to the conditions contained throughout the bid documents, this Contract will also be subject to those conditions of the cooperative agreement that relate to eligibility of costs and to contracts, including the administrative cost prohibition. All work under this contract shall comply with Build America, Buy America (BABA), and the Davis-Bacon Act. Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded from participation on this project.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:37 (Mandatory Equal Employment), N.J.A.C. 17:27 (Affirmative Action Program), and P.L. 1975 Chapter 33 (Statement of Ownership) and N.J.S.A 40A:11-18 (American Goods & Products used where possible).

The Township of Hainesport reserves the right to reject any or all bids or to waive any minor informalities or irregularities in the proposals received and to accept the bid which is in the best interest of the Township.

A pre-bid conference is not scheduled for this project, the site is visible from the public right-of-way. A site map has been included with this solicitation that defines the property location and boundary.

The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township in a lawful manner.  The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township in a lawful manner.  The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

2026 REQUEST FOR PROPOSALS FOR
SMALL BUSINESS DIRECT INSTALL PSE&G APPROVED CONTRACTORS UNDER A FAIR AND OPEN PROCESS

Notice is hereby given that proposals for SBDI, PSE&G-approved contractors to perform small to mid-sized commercial and industrial facility energy assessments, provide pre-assessment guidance, Statement of Work for installation of energy-saving upgrades, contract and install the upgrades on these properties. This is considered a professional service and not subject to bidding pursuant to N.J.S.A.  40A: 11-5. AN ORDINANCE TO AMEND CHAPTER 67 OF THE CODE OF THE TOWNSHIP OF HAINESPORT ENTITLED “BUSINESS LICENSES”, AND CHAPTER 1-1, “VIOLATIONS AND PENALTIES”

This amendment adds the Zoning Officer to the business license approval or denial process. It also adds continued zoning and property maintenance violations as causes for revocation. It amends the violations and penalties section.
